*Update, 28 September 2026: this roundup reflects the situation in April 2026. The Digital Omnibus, Regulation (EU) 2026/1744, was adopted and published in the Official Journal on 24 July 2026. It has been in force since 27 July 2026. This moved high-risk obligations to 2 December 2027 (Annex III) and 2 August 2028 (Annex I). General application of Regulation (EU) 2024/1689, including Article 50 transparency, started on 2 August 2026 as planned. See the updated calendar.

1. A Readiness Report Says Most Organisations Have Not Started on the AI Act

Vision Compliance, a Zagreb-based firm that sells AI Act compliance advisory services, published a readiness report this week. Based on assessments of its own clients, it says 78% of the organisations it looked at had not taken meaningful compliance steps, 83% had no inventory of their AI systems and 74% had no designated AI compliance owner. The press release gives no sample size or methodology, so read these as one advisory firm’s view of its client base, not as a measure of European companies in general.

2. EU Proposes Delaying AI Act High-Risk Deadlines to 2027

The European Commission has proposed extending the deadline for high-risk AI requirements from August 2026 to December 2027. The reason: the ecosystem (standards, authorities, tools) isn’t ready.

Why it matters: Even if the deadline shifts, prohibited practices (Art. 5) are ALREADY enforced since February 2025. And GPAI obligations (Art. 51-55) kicked in August 2025; Article 50 transparency applies from 2 August 2026. Don’t wait.

3. Edge AI Reaches Industrial Production: NVIDIA, Lenovo, Qualcomm

The EDGE AI San Diego 2026 conference showed edge AI is moving from concept to real production:

  • NVIDIA IGX Thor: new platform enabling LLMs and vision models in industrial environments
  • Lenovo ThinkEdge SE30n/SE60n Gen 2: new edge AI devices available from April 2026
  • Qualcomm IE-IoT: full expansion for developers and enterprises

Optimization techniques like SmoothQuant and OmniQuant enable large models to run on edge devices with minimal accuracy loss.

Why it matters: More hardware = more options = more competitive prices. Now is the time to evaluate your first deployment.

4. Every EU Member State Must Have a Regulatory Sandbox by August

Article 57 of the AI Act requires each EU country to establish at least one AI regulatory sandbox by August 2026 (the Omnibus later moved this to 2 August 2027). This will allow companies to test AI systems in a supervised environment before deployment.

Why it matters: If you’re an innovative startup or SME, the sandbox could be your easiest path to compliance.


5. Microsoft’s Phi-4-mini: A 3.8B Parameter Model for Local Hardware

Phi-4-mini, released by Microsoft in February 2025, is a 3.8 billion parameter language model. Microsoft’s technical report says it outperforms open models of similar size and matches models twice its size on math and coding tasks that need multi-step reasoning. At 4-bit it fits comfortably within 8 GB of VRAM.

Why it matters: This is a milestone for local AI deployment. A model this capable running on a single GPU means SMEs can deploy production-quality AI assistants without cloud dependencies — exactly the architecture VORLUX AI builds for European businesses. 6. Spain’s AI Funding for SMEs: A Correction

Correction, 28 September 2026: an earlier version of this item reported a “EUR 600 million National AI Strategy 2026-2028” with a breakdown by line (infrastructure, SME adoption, talent). We could not trace those figures to any official source and have removed them. What did happen later: on 20 September 2026 the Government presented its IA360 plan, which includes a proposed EUR 600 million AI voucher for SMEs and self-employed workers, with the call itself expected during 2027 (elEconomista).
